Most countries have an administrative hierarchy system where administrative centers connect subnational units with the central government.Yet, we know little about how the administrative centers got selected, partly due to the difficulty of finding a suitable empirical setting. In this paper, we argue that China, with its long history, a relatively stable political system, and multiple regime changes, provides us an opportunity to investigate the political economy of administrative hierarchy. Using prefecture level panel data and exploiting regime changes during AD1000-2000, we first document that locating administrative centers (provincial capitals) in certain prefectures reflects a trade-off between governing a province and delivering resources and information to the national center. Then, we show that the administrative hierarchy shapes China’s spatial development over the millennium: gaining and losing importance in the administrative hierarchy led to the rise and decline of different prefectures (measured by population density and urbanization). Inaddition, not only public offices but also important production factors such as human capital and transportation networks alter their geographical location with the change in political importance. Our study serves as both new evidence on the political logic of administrative hierarchy and evidence on how politics shapes economic geography.
